How to Get a Lugia Using Cheats in "Pokemon Platinum"

Since Lugia isn't available wild in "Pokemon Platinum," catching one without cheats is impossible. To get one without cheating, you either need to trade or to transfer one from a third generation title such as "Pokemon Emerald" or "LeafGreen." Since transferring isn't possible on the DSi or 3DS, getting Lugia is just that much harder for many players. If you don't have anyone to trade with, use an Action Replay device to catch the legendary Pokemon.

Put your copy of "Pokemon Platinum" into your Action Replay. Insert the Action Replay into the your Nintendo DS and turn on the console.

Scroll through the list of codes for "Pokemon Platinum" and see if you already have the Wild Pokemon Modifier code. If you do, skip to step six. If not, continue on to add it.

Press the wrench icon and choose "Add New Code." Name the code "Wild Pokemon Modifier" when prompted and press "Next."

Scroll through the list of codes and press "A" to select the Wild Pokemon Modifier code.

Press the button on the lower screen that says "Start" to resume your game of "Pokemon Platinum," and head to any patch of tall grass.

Open up the calculator app on your Poketch.

Enter "249" in the calculator, then press the left shoulder button on your DS. Press "Clear" on the calculator.

Enter the level at which you would like to catch Lugia, which can be any number from Level 1 to Level 100. Press the right shoulder button, then clear the calculator.

Decide what nature you'd like your Lugia to be. Different natures effect a Pokemon's stat growth, giving it bonuses and handicaps in various areas. Pick the nature you'd like, enter the corresponding number on the calculator and press "Select."

Enter the tall grass. The first wild Pokemon you encounter should be a Lugia of the level and nature you selected via the calculator. Weaken it or put it to sleep, then use a Pokeball to capture it.
There are 23 different natures to choose from. Number ten, Timid, raises Speed but Lowers Attack, and is a good choice for Lugia. You can choose others to suit your own personal preferences. Here is the list of available natures:
